A report looking at the issue of vulnerable workers has received support from the Recruitment and Employment Confederation (REC).
The publication of research by Citizens Advice and Citizens Advice Scotland this week, prompted REC director of external relations Tom Hadley to remark that the issue affects all employees, not just agency workers.
Mr Hadley noted that the REC extends its full support to initiatives aimed at tackling this issue.
Citizens Advice chief executive David Harker welcomed the growing recognition of the problem.
"While the vast majority of employers try hard to meet their legal obligations, our evidence shows that there are still far too many rogues out there, flouting the law, ignoring rules without sanction and profiting from vulnerable workers," he said.
Mr Harker added that more action needs to be taken to resolve the issue.
Earlier this month, the REC applauded the Employment Bill brought in by the government to penalise employers failing to pay workers the minimum wage.
