The Department of Health has announced that junior doctors will face more competition for places next year.
According to the government, junior doctors hoping to get a position in a specialist NHS training position will have to fight off competition from three candidates from 2008, compared with two candidates now.
There has been growing speculation that many of the candidates will be foreign nationals.
The department has also announced that there have been problems with the launch of its new recruitment system, the Modernising Medical System, admitting that it should have been introduced next year rather than 2007.
As reported by the Guardian, the department said: "There was a very ambitious timescale for developing and implementing the new selection and recruitment system, leaving insufficient time for piloting and full testing."
Alan Johnson, the health secretary, has also announced new plans today to give patients more choice and faster treatment.
