The government has been criticised for its handling of last year's junior doctor recruitment crisis.
A lack of leadership is being blamed by the House of Common's health committee as one reason why the reforms to the training of junior doctors fell into chaos.
Sir Liam Donaldson, the chief medical officer (CMO), is the target of the blame as he designed the application process which has since been scrapped.
The Guardian notes the report as stating: "The shortlisting process was little more than a creative writing exercise for candidates."
It adds: "The confidence of the medical profession in the current CMO has been seriously damaged."
Last year, an increased number of UK graduates competed for NHS training posts alongside foreign graduates and doctors, which led to a large number of unsuccessful applicants.
The government recently changed the law so that from 2009 only UK medical graduates will be able to apply for NHS training positions.
