The government has announced that it is to crackdown on so-called rogue recruitment agencies.
Vulnerable workers will receive extra protection under the new regulations and agencies taking advantage of vulnerable employees could now face unlimited fines.
The secretary of state for business, enterprise and regulatory reform, John Hutton, comments that abusive agencies must be rooted out to protect the flexibility of the UK labour force.
"Vulnerable workers can be exploited by employers prepared to flout the law, no matter the nature of their employment or which sector they work in, he remarks.
These comments follow a recent statement by the Recruitment and Employment Confederation which said that migrant workers deserve a fair deal in employment in the UK.
The REC claims that its companies offer good quality employment and it also aims to educate Polish and Slovakian migrants to their basic workers rights by sending out information booklets to jobs fairs in their home country.
