In the speech to parliament, the prime minister said he wants to make helping families through the "challenges" of a tougher economic environment.
Mr Brown said he would introduce a banking bill to ensure financial stability and help protect depositors.
The bill, designed to prevent another Northern Rock, would deliver more effective ways to prevent banks from experiencing severe difficulties and to deal with them, including through changes to insolvency law and improving protection for bank customers, the prime minister said.
A Financial Compensation Scheme would also increase the level of protection for depositors in the event of a bank failure and speed up payouts to customers.
The draft Queens' Speech was introduced when Mr Brown became prime minister last year.
The speech announces government proposals for the year, ahead of the official Queen's Speech at the State Opening of Parliament in November.
The government says that the draft speech allows for consultations over the summer.
